Remove "# to level of skills" as common affix on gear

When you build your gear close to endgame you want to have + to level of skills on weapon items. I found that this affix is too mandatory to have and not having it drastically lowers damage of your build and devalues such items to garbage level. There are many mods available that may increase damage and often you can choose from different combinations but +level feels too ultimate.
I think this mod shouldn't be obtainable within basic crafting but to be a minmaxing thing in high grade/unsafe crafting methods like via corruption.
