Expand Support and Tornado

It appears that the increased AOE provided by Expand Support only increases the initial 'suction' part of Tornado, and not the AOE of the sustained skill itself over its duration, and even then it doesn't seem to increase the AOE by that much (it should be increasing it by 90% at 3 seals but I'm hardly noticing a difference). Is this intended?
