Lord of the Wilds and Lock to All Weapon Sets broken

Recreate the bug

With Lord of Wilds allocated, equip a Talisman and a Sceptre.

With no items in the secondary weapon set, now right click and Lock to all Weapon Sets. It doesn't work! It only will lock one item.

You can only pick either the sceptre or the talisman for the thing that is locked.

If you use a skill set to use weapon set 2 only, it will not be able to use both items.

This issue is still going on, we can not use the second weapon set with Lord of the Wilds keystone.
