Herald of Ice - can't activate - unusable with current weapon?? POE 2

I can't seem to activate one of the heralds (ice) i have the correct weapon equipped and have the necessary attributes and spirit. Unsure what is going on???

Same for me on console. I try every solution finded online but seems don't work. I'm on ps5

same here it happened before to me i just went without it found another gem made another one then it worked now it happened again now i can get herald of ice again with my spirit gem it says i already have one so how in the world am i going to fix this now
