Skills granted by Talismans do not gain quality as the Talisman increases in Quality

This seems contrary to how for example Staves and Scepters work, which all increase the skill's quality as the weapon itself increases in quality.

None of the form basic attacks like Maul or special skills like Molten Crash gain quality from the weapon gaining quality.

Is this intended? It seems odd to me that only Talismans don't work this way?
