"Shelter from the Rain" Oracle cluster does not make sense

Shelter from the Rain is a notable from the Oracle-exclusive clusters. I planned to play Shield Oracle and pick whatever support the exclusive clusters offer to it, but that cluster isnt it. It gives a total of +44% block chance. That is very good, except the max block chance has been reduced to 50% as far as I know.

So that cluster wastes about 20% block chance with common shields, more with block chance mods.
