Vaal Temples

I'm currently on my second character of the league and quite honestly this league mechanic is absolutely worthless. Day one it was better and I seemed to get lots of workbenches and that. After that it was bug after bug and I stopped getting workbenches practically at all unless I was at a tier 3 room. Now on my second character I just had my 3rd Vaal Temple in a row where I got either zero workbenches (because none of my pieces lead to anything passed tier 2 room) or if I did get one I kept getting "That item is too high level" when trying to use it even when the item in question was 20+ levels lower than me. There is no incentive to interact with the league mechanic at all at that point. It takes up so much time with little to no rewards at all. Tier 1 and 2 rooms need better rewards and remove that stupid "item too high level" bs.
