Boss Anti-Burst Mechanic

Finding Boss Anti-Burst mechanics frustrating. I often find that I cannot get a clear read on my what my damage is. I feel forced to purposefully play around this mechanic forcing bosses to move and guessing when I can actually start hitting the boss. This issue might be exacerbated because I am playing melee.
