I can reproduce it at will.

The weapon swap to second set, when you try to use minion skill on cooldown.
Removing all miniions. Look like been an old bug, but I confirm this is 100% present on the actual build.
I check all of skills a set on set 1 only.
Once on the second set if you trigger another minions skill, cycle set 2 - 1 - 2.
