Can't activate flame breath in other weapon set while moving

If you have flame breath and bear attack in the same weapon set, then you can activate flame breath while moving (holding left stick on PS5 controller). However, when you put both skills in different weapon sets, then you can no longer activate flame breath while moving, you need to stop holding the left stick and stand still to activate it. This is enough of a dangerous quality of life issue (can get killed while standing still) that I will probably stop using flame breath with its own weapon set.

I switched back to a single weapon set and confirmed this fixes the control bug. This is a downgrade for my build - I can't use two weapon sets without being unable to activate flame breath while moving. Note that my two weapon sets for this bug are the same talisman in both sets.
