Ancestral Empowerment Titan Ascendancy Passive not applying properly?

Ancestral Empowerment (every second slam skill you use yourself is ancestrally boosted) does not appear to be applying properly to the Slam Attack Forge Hammer. Is this possibly due to the recall of the skill? It does not seem to apply if using another slam prior, and then using Forge Hammer either.

It seems to correctly apply to Leap Slam when using 2 Leap Slams in succession, and Volcanic Fissure when using 2 in succession. It does not seem to apply to these Slams if used in alternation with each other, which is not expected based on the passive text.
Additionally, the visual blue spikes do not appear on Ancestral boosted attacks (i.e. Volcanic Fissure, Leap Slam) though they sometimes will for a time after using Infernal Cry to empower them, even after the empower is spent. This has given inconsistent results with Forge Hammer.
