Sometimes cant apply elemental ailments randomly

Sometimes the game will just not let me apply elemental ailments for an entire zone (the two most notable have been a run of Atziri's temple (from this bug report) and entire 3rd floor of Trial of the Sekhema). Then the next zone, everything is suddenly fine again while nothing changed about my gear or character. This makes my build unplayable for the affected zone.
