Expedition NPCs/ Recombination not available

I was going to Recombine some gear and I realized it wasn't where I put it last league. So I went in to the edit menu to pull it out. I got the box to place it but nothing was above the box. When I placed the Recombinator down nothing appeared. That's when I noticed that the Expedition NPCs (minus Gwen) where not there. I went to go pull them out but it said they were unavailable because I needed to interact with them.

Yes I did the Plunder Point mission and Torn Map Pieces but I died when I was doing the mission.
