Can't interact with Atlas under certain conditions

There's a bug where sometimes you open your atlas and close it, then open it again and you can't interact with the atlas. From what I can tell it happens the first time you enter your hideout from a zone but after that it works fine.

Steps to reproduce:
1. Open a map
2. Go in the map
3. Leave the map
4. Open atlas, click a map you would ostensibly run
5. Close atlas
6. Open atlas

at that point the atlas should be locked where you can't interact with it.
