Micro-stuttering

Fresh Window installed. Only added 7 games so far. So not an operating system issue.

i9 13900K
5090 GPU
32 Gig of DDR5
SSD Firecuda

There appears to be micro-stutters occurring around every 30 seconds give or take. Long enough to get one shot in hardcore.

Also occurring on another PC using 7800x3d, 7900 XTX GPU, using an M.2. It appears to be affecting others as well.

I'm not sure what is going on here.
