Ferocious Roar Bug - Use Speed Delay

From testing it seems like there's a shapeshifting delay when using Ferocious Roar while not in bear form already, despite the skill gem not stating any shapeshifting use time penalty.

While out of form, there's a significant delay on the first use, but subsequent uses reflect accurate warcry use speed.

This is having a major impact on builds that utilize ferocious roar as a supplemental means of generating charges via enraged warcry.

Hopefully we can see a fix in a future bug hotfix. Thanks GGG team!
