Can't unlock Eye of Hinekora

I forgot to interact with Matiki after saving him on Isle of Kin. Now that i have completed act 4 i do no have eye of hinekora unlocked and Matiki wont unlock the location for me. Ive tried killing the boss again but this did not work

same happened with me I can't seem to find him anywhere to interact and unlock eye of hinekora

I had to go to shrike island to unlock dialogue with Matiki after killing the bird boss. Can now travel there, somehow skipped during the campaign.

I unlock eye of hinekora but i dont receive tattoo and cant even finish quest :(

Same killed the boss again two more times nothing changes.
Nvm killed the boss on shrike island and got him

yea for whoever ends up in this situation its shrike island not sure if its usually that way now but after story is done it works
