Arctic Howl Not Functioning

Arctic Howl seems to not grant its buff at all..? and it sometimes freezes and then won't other times at random, pretty sure it just kinda doesn't work at all right now.

An additional bug i've run into, Shred seems to not create ice fragments sometimes, no idea what causes it to stop doing so.

Pounce also doesn't seem to count as a slam for it either when it has a slam tag
