Multiplayer progress for league mechanic inconsistent

I'm playing through the campaign with a friend. Most of the time when we do the zone encounter for the league mechanic, only the one who entered the zone first will get progress toward the x/6 completed encounters. *Sometimes* though, we both get progress.

It is quite frustrating since it means that when playing together, we can't use the league mechanic as much as if we were playing separately.
