Xbox - The Balance of Terror jewel not working

For - Gain % of physical damage as random element if cast elemental weakness in the past 10 seconds.

Not sure if this is just a UI issue since we still done have target dummies to verify numbers… but when casting elemental weakness no change is registered to the attack skill and no new or additional ememetal damage shows up.
