A rune for +1 Critical Chance on Weapon?

Compare to the critical base of shpell skill, and blood witch ascdcy, it's very hard to pile up critical hit chance for weapons, how about add very hi level rune like +1 chritical chance? like movement on boots and arrow on bow?
