Is shrire atlas bugged?

I'm fully put my end-game atlas into shrine but there is very few shrine spawn, in pre-0.3.1 there was atleast 2 shrine spawn per map but now in post-0.3.1 there is almost no shrine spawn even i fully invest my atlas point into shrine. Is that a bug or GGG silent nerfed it? Is there anybody have to same problem like mine too?
