Chilled ground bug? no way its reduced

Maps have what feels like same or even more chilled ground after the "62% reduction on t11+" or what ever, no one really wants this modifier at ALL but there is no way this is working as intended. Is this some crazy half truth bs math where the % reduction was like "62% reduced across all maps you will ever do, aka 0.000000000000000000000000001% reduction on indivdual maps?

It's the same for fire. Did a seepage map with it and most rooms were still complete full of fire ground.
Few options for why it doesn't appear to have reduced:

Maybe it was overlapping before, so there's been a 66% reduction in overall chilled ground but it was 50% overlapping before so it's only 10% or so less.

Maybe it was 66% less area multiplier, and since chilled ground is placed in circles there's still the same amount of those, but the area of circles got reduced by 66% (which is not 66% radius, thats like 30% radius or something)

Maybe it's bugged.

Maybe it has been reduced by 66% proper, but because there was so much of it before there's still a lot left over.

It could be counting map area that's inaccessible, but that'd work itself out on average.

Anecdotally my anti-slow charm is up more often, and it does seem like the open areas that dont have chilled ground are larger so I think a large part of it is perception rather than reality.
Whatever they did, it's nowhere near enough.

I think they should get rid of this ground effect BS altogether and replace it with a mechanic that occur randomly like the curses are working now, because although it's still annoying as fuck, at least you have a chance to dodge that shit.
So instead of chilled ground they could throw the occasional telegraphed ice comet towards the player, instead of shocked ground, there'd be the occasional thunderstorm, instead of burning ground there'd be the occasional fire from heaven or something and so on...
Definitely not feeling the change. Hope they check these out and make the changes happen properly in another hotfix soon.

It definitely feels exactly the same as it used to.
I rolled some maps and i thought - maybe it was not chilled ground itself but mod roll chance on waystone. I think i rolled quite a fewer 6mod with chilled ground, or maybe i was lucky. If talking about in map frequency, cant say i felt any change aswell, especially runing in ritual circles
