[Suggestion] Orb of Perfection - Upgrade Unique Item to Higher Base

I would like to propose a new currency item "Orb of Perfection" that upgrades a low-level unique item to a higher base. This would allow a player to transform an early game unique found in the campaign to an endgame unique. This is similar to the Horadric Cube recipe for upgrading uniques in Diablo 2.

With this change, when you out level a unique, instead of just trading to another player or have it collect dust in your stash, you can now upgrade your unique to improve its lifespan.
