Skill usage while spamming another one

Playing with Ice Strike where most of the time I am spamming that skill with left mouse button. When 4 stacks an Bells gathered would like to cast it with Number-2 in my case WHILE still spamming Ice Strike. But game is not allow to do it, need to stop Ice Strike, cast Bell and start spamming Ice Strike again.

Is this only some bad combination where those two skills will not work interrupting Ice Strike to put down Bell then using that attack right after?

This way gameplay is not feeling fluid and always need to be sure having 4 stacks on Bell skill before even trying to cast it, that is taking away focus from fights where other things might happen. We can estimate when Bell is ready time elapsed.
