No Citadel bug (Same as first season on PoE2)

I've been playing the Third Edict season for a few weeks now, and I
can tell for sure that my atlas has the same bug as the first season
on PoE 2.

I've already explored a lot of my atlas and by now, still no signs of
any citadel...

To complete the Arbiter's mission, I had to buy the fragments. this
way, I think I'll never be able to do the Uber Arbiter.
