Is Lucky Hit from Lighting Rod same as effect from Defy??

I have lightning rod on my tree, but I recently picked up a Constricting Command which I’m using with Defy II.

Does the effect from Defy make lighting rod redundant, or does the second instance of “lucky” mean it rolls again??

I’m playing a LA Deadeye if that makes any difference.
