Balance in PoE 2 is what ?

I've noticed that most of the build guides say that as a player, i pretty much NEED items with +1 / +2/ +3 item and or skill level to be able to stay alive and do enough damage.

As a player i've noticed the same.... sadly, the only time when i feel i'm doing enough damage is when i have that +1 or so on...
I really engourage you guys to really look in to the damage of the skills.
