Did Blackjaw deserved to be neutered this badly?

Slower, way smaller AoE, possibly lowered damage as well. I never saw an issue with him because he was a side boss. I wish GGG would play with one knob at a time when adjusting things- maybe nerf one of his attacks? instead of everything?
