Lag spikes go crazy

While I play, my ping is often spikes to crazy numbers (I have seen 1000 spike with 16 regular ping). Not only it is uncomfotable to have bad ping, but spikes like those are even more uncomfotable as they break game pace completely.
I do not know what it is caused by, but it starts at about 5PM (UTC) and goes until 9PM or so. I have tried changing server, but it either gives no effect whatsoever, or solves it until I enter any new zone or map. Servers I usually play (and it happens at any of them) are Stockholm, Frankfurt, Amsterdam and London.

It happened to me a little in PoE1, but problem seems much more presistent in PoE2.
Have anyone ever encountered something like this? Any ways to solve it? Or to contact GGG with this issue?

Are you using a VPN, maybe ?

Yes, but it is in split tunneling mode. Also, this error appears with and without VPN regardles, so I don't think it does anything...
