Mirage archer - Missing socketed skill

All requirements are met - the skill doesn't work. I can't activate it. have info "Missing socketed skill "

Same issue; it has stopped working when leveling the last 2 points of my character in temple of chaos.

I dis-allocated the 2 points of "polish that gear" notable of my tactician and re-allocated them just afer and i have been able to continue to use mirage archer. weird bug ?
