How to find Vanishing Dye and does it work on skills like Herald of Blood?

Firstly I can't find this mtx to read the details myself. I vaguely remember it also affects skills? auras/charges?

how do i even search entire shop? or does anyone know under which section vanishing dye is in?

And the main question- will it work on the HoB? I want to turn off the 'pop' visuals and sound.
