Not Gaining Rage on cluster grenade

I'm using a totem build on a warbringer which spawns ancestral spirit on totems, and there's a buff (warcaller's bellow), which gives rage on attack hits, and it doesn't give rage currently when i use the totem that uses the grenade skill (cluster grenade). can anyone explain why?
