Cannot raise any spectres from act 4? Bug or intended?

I was incredibly excited to try out some new spectres! Turns out there are literally no new spectres. I didn't even get the option to raise a SINGLE one from act 4.

Yes it would seem atm we got the abyss dudes. But i really really hope they add in the rest of act 4. Are some really cool dudes ^^
