Add a distilled fear to allow corrupted items to be instilled

I genuinely dont know why this restriction or pushback needs to be in the game. Its pretty frustrating accidentally forgetting the order of operations and completely bricking the amulet at the end of the craft. Complete buzzkill and its pretty low hanging fruit to just add that ability or add a fear to do so, maybe from a deli map in a corrupted zone.
