Whispering Ice + Three Dragons

Whispering Ice skill Heart of Ice chills as if dealing cold damage. Three Dragons converts chill from cold damage to ignite from cold damage. When both are equipped, the skill mentions it will ignite, but in practice it does nothing (no chill or ignite).

Easy to recreate, equip The Whispering Ice and The Three Dragons and the skill will stop working but mention that it will ignite in tooltip.
