I'm not sure but i believe they made certain nodes close to the starting points unable to be instilled. Does this correspond to what you're seeing ? Meaning, are the nodes you're trying to instill in the starting cluster of one or more of the classes ? I don't recall the actual reason as to why they did so though ...
Probably because they thought there weren't enough limitations imposed on us already :S Anyway, best try to look up the ACTUAL reason if you really want to know. Best bet would probably be somewhere in the 0.2 patch notes ? Some tooltip info is hidden while your character is still in campaign. Holding alt over notables won't show the anoint mats needed until end game (as there's no source of distilled emotions in campaign and probably would confuse new players)
