Reindexing of Tiers

Either GGG reindexed the tiers of items on purpose so that there are now only 9 tiers for all items with 1 being highest (best) and 9 being lowest (worst) or this is a bug.

Ok I see other posts claiming this is intended by GGG and to align with PoE1.
