Crossbow Reload with Concoct

Using support skills that consume flask charges (such as concoct) will consume on both a reload and firing of a bolt. This may be intentional but definitely feels bad on skills such as "High Velocity Rounds" especially in boss fights where it will take multiple bolts to defeat.
