Cannot Open Atlas Tree whatsoever.

I cannot for whatever reason open the atlas tree on my endgame characters all of a sudden. Things I have tried:

- Ctrl + U

- Opened it manually through the menu selection

- Talked to Dory to see if me refunding the passives at least opens the tree

- Logged out, Log back in

Nothing. It's showing that I have 3 Atlas passive inputs with the little icon on the bottom left; however, if you click the icon, it still won't open up.

- Thought this might be just a character bug so I created a new character for testing purposes. It shows the Icon but still cannot open the atlas.

Im going to try uninstalling and reinstalling the game but just want to see if anyone had this issue.
