Siphoning Strike skill description

So i was messing with this skill for over an hour trying to implement it into my build with herald of thunder. After much testing i finally realized that this skill cannot apply shock. nothing in the skills description mentions this.

needs a label.

This skill has the Payoff tag, which means it cannot inflict the debuff it interacts with.
