Megalomaniac Bug

So I traded for a Megalomaniac Jewel just now, it has Preemptive Strike and Acceleration on it, but for some reason Preemptive Strike is not getting allocated, only Acceleration is, please look into this.

Actually the "light" that its allocated flips on, but when I hover over it, it says "Unallocated" there is also no dmg increase on my skills, so something is wrong.
