how to enchant belt or other item

i see enchant stats on belt and other items, is there a guide on how to do that?

Belts have a very iffy Omen to use that grants it 2 enchants, but it has to be white, and then u gotta have the most ungodly luck to get the rest of it good.

Otherwise man, it's just being corrupted with a vaal orb. That's how people get enchants on gear
