Poisonous Concoction does not work with Flask consume notables

PC literally says consume. Used it 30 times without proccing my 20% notable.

At first glance it's a bug because of the similar wording.

Concoction skills do consume flask charges, and to my knowledge modifiers to flask charge consumption do also apply to the consumption of Concoction skills.

However--the notable passive Savouring gives a chance to not consume charges when you use Flasks. Using a Concoction skill is not using a Flask.
