Healing potions not healing

Anyone care to explain what is going with healing potion, not healing and the red portion of health bubble going down instead of up when tapping healing potion?

I've noticed as well, I'm not sure what's the cause of it.

Going to need a lot more information, equipment and all notable passives, plus the flask itself all could cause something like this (and the map modifiers).
