Minion scaling options

A thing i would love to see was more options to scale minions, and not just damage. Stuff like minion cooldown recovery on sapphire jewels, maybe even projectile speed? maybe some otherway, since alot of spectres suffer from long cooldowns, and being able to reduce this further would make them feel more viable to play endgame, and while i dont think it should be free, having and option to invest into it would be awesome.
