Ghost Shroud just straight up does not work

I'm convinced that this skill gem doesn't work at all. My character has 9.3k evasion. 7% of that is 651. My ES pool is around 670. When I get hit, I should recover my entire ES pool. I DO NOT. Completely broken skill.
