Blasphemy Temporal Chains Snapshot slow effect with The Prisoner's Manacles Unique

The Prisoner's Manacles adds increased slow magnitude, but that effect doesn't appear to be updating the effect of Blasphemy Temporal Chains aura when equipping/unequipping the gloves until the aura is either toggled on/off or the player changes zones.

Edit: This also appears to affect other slows -- same behavior is observed with the Hinder applied via Zone of Control.

Steps taken to confirm issue:

1. Walk near enemies with Blasphemy Temporal Chains activated, slow from Temporal Chains on the skill tooltip and on the debuff icon both reflect 26%
2. Equip The Prisoner's Manacles with 30% increased slow magnitude
3. Skill tooltip reflects 31% slow, bebuff icon reflects 26% slow.
4. Walk out of range of enemies and back into range. debuff icon still reflects 26% slow
5. walk up to new enemies that haven't been debuffed yet. debuff icon reflects 26%
6. de-activate and re-activate Blasphemy Temporal Chains aura
7. Debuff icon now reflects 31%
8. Unequip The Prisoner's Manacles
9. Skill tooltip now reflects 26% slow effect. debuff icon on enemies still reflects 31%
