Lightning Warp Shock Ground cannot inflict Shock if support gems disable elemental ailments

I tried to pair Elemental Discharge (which disables inflicting Elemental Ailments) with Lightning Warp as it's currently my only spell in my build, and noticed that the Shock Ground no longer inflicts Shock.

I don't know if this is intended or not, as I thought Ground Effect was separated and guaranteed even if the magnitude was zero.
