No Currency Exchange Vendor even after completing campaign

Hello,
I finished the campaign on normal and cruel mode a week ago and am currently progressing through the ENDGAME and I still don't have the currency exchange option at any of the NPCs that should provide it.
My character name is Cottonbudinyourbutt, SSF Down of the Hunt League, London (EU) Realm. Please resolve this ASAP. I have currency I want to trade, which will help me and the other players.
